CHALLENGE
Travis County, Texas, which is the center of government for the second largest U.S. state, is home to more than one million people. For years, the County’s purchasing department had primarily relied on paper-based methods to plan, prepare and publicize requests for proposals (RFPs) and bids. They would have to manually ensure all contracts met state and local government statutes, policies and procedures, a very labor-intensive process that was utilized for everything from office supply to construction project solicitations. Recognizing the immense challenges of this antiquated procurement process, Travis County officials sought to evolve from the traditional paper and file cabinet system to an electronic-based system. Specifically, they wanted to find a procurement solution that would reduce acquisition expenses and procurement cycle times while increasing operational efficiency and transparency, especially for larger dollar construction contracts.
