NIGP Consulting Announces Senior Consultant Promotions

The NIGP Consulting Group at Periscope Holdings is proud to announce the promotion of three Consultants to the role of Senior Consultant. In the NIGP Consulting practice, the Senior Consultant’s role is to assist the practice in managing projects, business development, assisting or mentoring the NIGP Consulting team, and contributing to the knowledge capital of NIGP through publications and teaching. NIGP Consulting President, Jean Clark, says “these promotions demonstrate the significant growth and expansion of our practice, highlights each individual’s significant accomplishments and enables the NIGP Consulting program to continue to better serve our clients”. Lourdes Coss, Denise Finn, and Marcheta Gillespie all joined the NIGP Consulting practice in 2015. Learn more about their individual accomplishments below.

Lourdes Coss

Lourdes has been instrumental in delivering value for a variety of clients via consulting and as a keynote speaker and procurement instructor. Lourdes is a former Chief Procurement Officer with 25+ years of extensive multi-faceted procurement and organizational development experience in state and local government, including Cook County (Chicago) and the City of Houston. She is a recipient of the 2015 NIGP Measure Up Award and has served on the NIGP Board of Directors. Lourdes has most recently completed engagements with the Great Lakes Water Authority, State of Nevada and the City of Coral Gables.  

Denise Finn

Denise has played an essential role in procurement policy and procedure reviews for state, local, and higher education clients. Denise is the Purchasing Manager for the Lee County (FL) Port Authority.  Her deep experience in Federal Uniform Guidance requirements makes her a thought leader for organizations looking to align policies and procedures with the federal requirements.  Her recent projects include the Virginia Association for State Colleges and Universities Purchasing Professionals, Albuquerque Bernalillo County Water Utility Authority and as an evaluator for NIGP's National Cooperative Accreditation (NCA) Award for US Communities.

Marcheta Gillespie

Marcheta has played a prominent role in procurement policy and procedure reviews for state and local clients. Marcheta is the former Purchasing Director for the City of Tucson.  She has served as a Master Instructor for NIGP, keynote speaker and presenter to thousands of professionals around North America on various public procurement and leadership topics.  She was the 2013-14 President of NIGP and has served on its Talent Council and Board of Directors. Her recent projects include the State of Nevada, State of Oregon and Nashville Airport Authority.
